SB 316 Summary

• Amends the School Aid Act to revise the definition of "membership" and related pupil counting provisions for state funding purposes.

• Changes kindergarten full-time equated membership calculation beginning 2012-2013 to divide instructional hours by the same divisor used for grades 1-12, with an exception allowing districts using federal Title I funds to divide by half that amount.

• Modifies special education pupil membership counting by establishing separate full-time equivalency divisors: 450 class hours for classroom programs under Michigan Administrative Code R 340.1754, and 180 hours for early childhood special education services under R 340.1755.

• Requires districts and public school academies to report the number of instructional hours scheduled per kindergarten pupil to the department by the fifth Wednesday after the pupil membership count day, specifying different hour amounts if kindergarten pupils receive different instructional time.

• Takes effect only if House Bill 4513 of the 96th Legislature is enacted into law; effective date June 26, 2012.
