Removes the January 1, 2007 effective date requirement and makes fund-raising plate development available at any time under amended Section 811e.

Changes the language in Section 811e regarding the 18-month fee payment deadline from "of" to "after" the effective date of authorizing legislation.

Removes the limit of "not more than 8" different state-sponsored fund-raising plates, allowing unlimited development of such plates.

Creates a new Michigan 4-H Foundation fund within the state treasury to receive donation money from sales of Michigan 4-H foundation-themed license plates.

Requires the Michigan 4-H Foundation to submit annual expenditure summaries to the state treasurer beginning February 1, 2013, with quarterly disbursements of collected funds from plate sales.
