Creates a Commission on Pay Equity within the Department of Civil Rights responsible for developing definitions of comparable wages based on composite skills, responsibility, effort, education or training, and working conditions.

Commission composed of the director of civil rights (chair), director of Michigan economic development corporation, and eight governor-appointed representatives from the Michigan women's commission, chamber of commerce, AFL-CIO, United Auto Workers, small business association, National Organization for Women, women's studies association, and farm bureau.

Director of civil rights serves as chairperson with responsibility for convening meetings, setting agendas, and preparing minutes and reports.

Commission shall hold meetings and hearings to develop definitions, models, and guidelines for employers and employees on pay equity.

Commission must present findings and recommendations to the legislature, governor, and public within one year of members being appointed; all meetings subject to open meetings act and records subject to freedom of information act.
