Requires all licensees selling alcoholic liquor for on-premises consumption to provide a self-operated preliminary breath analysis device available to the public, beginning 120 days after the bill's effective date.

Mandates the device be of a type approved by the Michigan Liquor and Cannabis Regulatory Commission.

Requires the Commission to provide licensees with a list of approved devices upon request within 60 days of the bill's effective date and make the list publicly available on its website.

Authorizes the Commission to promulgate rules under the Administrative Procedures Act to implement the breathalyzer requirement.
