Amends Section 309 of the Michigan Vehicle Code to establish examination requirements for operator's and chauffeur's license applicants, with examinations mandatory for first-time applicants without valid licenses and discretionary for renewals unless physical or mental concerns arise.

Authorizes the Secretary of State to appoint sheriffs, police chiefs, and other designated examining officers to conduct license examinations and requires written reports of findings and recommendations.

Requires the Secretary of State to promulgate rules for examining applicants' physical and mental qualifications, including consideration of written medical reports from physicians or optometrists; protects confidentiality of medical reports.

Mandates driving skills tests conducted by the Secretary of State or designated examiners for all original operator's or chauffeur's licenses with vehicle group designations or endorsements, with authority to contract with public or private agencies that meet fingerprint-based criminal background check requirements.

Establishes felony penalties for corruption of examining officers, unauthorized alteration of driving skills test procedures, and forgery or counterfeiting of test certifications; effective only upon enactment of Senate Bill 402.
