Beginning December 30, 2011, insurers must provide one certificate of insurance to the insured and submit policy information (insurer name, insured name/address, vehicle identification number, policy number) to the secretary of state in a format and timeline not more frequent than every 14 days for private passenger nonfleet automobiles.

Secretary of state shall accept transmission of a vehicle identification number as proof of insurance for motor vehicle registration purposes and is not required to maintain certificates of insurance on file.

Policy information submitted by insurers is confidential, not subject to the Freedom of Information Act, and may only be disclosed to the Department of Community Health for purposes of 2006 PA 593 or pursuant to court order in connection with claims or fraud investigations.

Department of Community Health must report to legislature on December 30, 2012 and December 30, 2013 regarding the number of claims and total dollar amounts recovered from automobile insurers under 2006 PA 593.

Falsifying information to the secretary of state or issuing/using altered, fraudulent, or counterfeit certificates of insurance is a misdemeanor punishable by up to one year imprisonment or a fine up to $1,000, or both.
