Amends the Motor Bus Transportation Act (1982 PA 432, MCL 474.104) to clarify exemptions from motor carrier regulations for certain passenger transportation operators.

Exempts counties, cities, townships, villages, and authorities incorporated under specified Michigan public acts from motor bus transportation requirements when operating within their authorized service areas.

Grants exempt authorities exclusive jurisdiction to determine their own routes, hours of service, vehicle miles, costs, and capital improvement projects within their service areas.

Requires exempt motor carriers to comply with the Motor Bus Transportation Act when operating outside the political subdivisions permitted by their authorizing statute or interlocal agreements.

Takes effect only if Senate Bill No. 443 of the 96th Legislature is enacted into law.
