Secretary of state shall discontinue issuing standard design "beads on paint" registration plates and replace them with new fully reflectorized plates visible at night.

Secretary of state shall develop and offer an alternative "In God We Trust" vehicle registration plate that complies with all registration plate requirements.

New standard design registration plates must have letters and numerals readable from 100 feet during daylight and may display expiration information via tabs or stickers.

Implementation is contingent upon sufficient appropriations to cover costs of designing, manufacturing, distributing, and issuing new registration plates.

Secretary of state must file a written report with the legislature detailing costs incurred and revenue expended within 30 days after all old registration plates have been replaced.
