Amends Michigan's criminal sentencing guidelines (MCL 777.16i and 777.16o) to revise sentencing classifications for various fraud and embezzlement offenses under chapter 750 of the Michigan Compiled Laws.

Updates sentencing guidelines for embezzlement offenses including embezzlement by agents, from vulnerable adults, by public officers, and involving mortgaged or leased property, with classifications ranging from Class B to Class H felonies.

Revises sentencing guidelines for fraud-related offenses including fraudulent securities sales, grain sales fraud, warehouse receipt fraud, food stamp fraud, and gambling violations, with statutory maximum sentences ranging from 2 to 20 years.

Contains a tie-bar provision making the act contingent upon the enactment of Senate Bill No. 459 of the 96th Legislature.
