Adopts federal regulations from 49 CFR parts 105-180 (hazardous materials) and parts 40, 356, 365, 368, 371-373, 375-376, 379, 382-383, 385, 387, 390-393, 395-399 (motor carrier safety) with state modifications, designating the Michigan Department of State Police as the enforcing authority instead of federal agencies.

Sets minimum age requirement of 18 years old for intrastate commercial motor vehicle operators and 21 years old for those transporting hazardous materials requiring vehicle placarding.

Exempts farm vehicle drivers, implements of husbandry, public utility service employees, school buses, public transit buses, and government-owned vehicles from most provisions of the act, with specified exceptions for hazardous materials and safety requirements.

Allows intrastate operators of commercial motor vehicles in seasonal construction activities to operate up to 12 hours per day or 16 hours on duty per day, and up to 70 hours in 7 consecutive days or 80 hours in 8 consecutive days.

Repeals sections 4 and 4a of the Motor Carrier Safety Act effective December 31, 2014, and conditions the act's effectiveness on Senate Bill 495 being enacted into law.
