Authorizes telecommunication providers to install facilities on state-owned or state-controlled rail-trail land upon application and payment of up to $500 in application fees, with authorization granted within 45 days.

Requires telecommunication facilities to be installed underground or attached to existing structures, with 30-day advance written notice to the department and restoration of land to pre-installation condition.

Imposes a one-time use fee of 5 cents per linear foot of space occupied by telecommunications facilities; this fee requirement expires 6 years after the effective date with no additional fees thereafter.

Directs collected use fees to the Michigan natural resources trust fund (if land was purchased with trust fund money) or to a general fund, with revenues used for grants to organizations maintaining motorized and nonmotorized rail-trail uses within each county.

Preserves existing arrangements and agreements between the department and telecommunications providers entered before the effective date.
