Allows the Alcoholic Beverage Commission to issue liquor licenses to accredited community colleges and universities with culinary or hospitality programs, effective October 1, 2011, without regard to existing quota restrictions.

Licenses permit alcohol sales only at the college's or university's culinary or hospitality program location for activities furthering the institution's community or academic mission; sales at other locations or events are prohibited.

Requires applicants to submit documentation of institutional accreditation by a nationally recognized accrediting agency and either proof of accredited culinary/hospitality programs or applications for such accreditation within 180 days.

Mandates license cancellation if the culinary or hospitality program is not regionally accredited within 2 years, unless the institution demonstrates good cause for an extension.

Allows the Commission to issue a license to a private entity for alcohol sales at an outdoor stadium on Lake Michigan College property leased to that entity, as an exception to the general prohibition on stadium licenses.
