Prohibits individuals convicted of felonies from being designated as primary caregivers and receiving registry identification cards under the Michigan medical marihuana act.

Requires the department to verify applicant information and approve or deny registry identification card applications within 15 days of receipt.

Establishes that possession of or application for a registry identification card does not constitute probable cause for searches or inspections by law enforcement.

Mandates that applications, patient information, and the confidential list of cardholders are exempt from disclosure under Michigan's freedom of information act.

Requires the department to submit annual legislative reports containing aggregate data on applications, approved patients and caregivers by county, medical conditions, revoked cards, and certifying physicians, without disclosing identifying information.
