Prohibits public and private colleges, universities, junior colleges, and community colleges from disciplining or discriminating against students in counseling, social work, or psychology programs who refuse to counsel clients on goals conflicting with their sincerely held religious beliefs or moral convictions.

Requires students who assert conscientious objection to refer clients to another counselor willing to provide the requested services.

Allows persons alleging violations to bring civil actions for injunctive relief and/or actual damages within 90 days of the alleged violation.

Permits civil actions to be filed in circuit court for the county where the violation occurred, where the complainant resides, or where the educational institution is located.

Defines "damages" to include compensation for injury or loss caused by violations, including reasonable attorney fees.
