Allows applications to renew concealed pistol licenses up to 6 months before the current license expires, with the renewal effective on the expiration date of the current license or approval date, whichever is later.

Requires the concealed weapon licensing board to issue or deny renewal licenses within 60 days of proper submission.

Extends the expiration date of a current license by 180 days if the board fails to act within 60 days, provided the applicant paid the renewal fee and submitted proof of a background check request.

Waives the firearm safety training requirement for renewal applicants, requiring only 3 hours of training review and 1 hour of firing range time in the 6 months before renewal.

Waives fingerprint requirements for renewal applicants beginning January 1, 2007, if the Department of State Police maintains fingerprints in its automated system for ongoing comparison.
