Implements late filing penalty schedule for required environmental reports: up to $100/day for first 7 days late, $500/day for days 8-14, and $1,000/day for days beyond 14.

Allows department to grant extensions to reporting deadlines upon written request received 15 days prior to the deadline for good cause.

Establishes civil fines up to $25,000 per day for violations of administrative orders requiring corrective action at contaminated sites, with exemplary damages up to 3 times the state's corrective action costs.

Authorizes attorney general to pursue civil actions including injunctions, cost recovery, natural resource damages, and fines up to $10,000 per day per underground storage tank system for noncompliance with environmental requirements.

Requires enactment of Senate Bills 528, 529, 530, 531, and 533 as a condition for this act to take effect; all penalties collected are deposited in the emergency response fund.
