County board of commissioners may create a county department of veterans' affairs under administration of a 3 to 5 member committee of veterans appointed by the board.

Committee members must be county residents with honorable military service on active duty, service in a war, or receipt of an armed forces campaign or service medal.

Committee members must demonstrate knowledge, skills, and experience in public service, business, or finance.

County board of commissioners members are now eligible for appointment to the veterans' affairs committee, overriding any conflicting state law provisions.

Committee members serve 4-year terms with staggered scheduling to limit vacancies to no more than 2 per year; vacancies filled through the same appointment process as original positions.
