Allocates not more than $3,000,000 annually from the Michigan transportation fund to the state trunk line fund for deposit in the grade crossing surface account for improvements at rail grade crossings on county, city, and village roads.

Specifies that grade crossing surface account funding is limited to work that is normally the responsibility of railroads under section 309 of the railroad code, while local road authorities remain responsible for maintaining roadway approaches to crossings.

Makes technical amendments to sections 10, 11, and 11f of the Motor Fuel Tax Act to add the new grade crossing surface account and make related updates to fund allocation provisions.

Requires the state transportation department to prioritize projects based on vehicular traffic volumes, crossing surface conditions, and the ability of railroads and local road authorities to coordinate improvements.
