Requires employers with one or more full-time employees to provide up to 8 hours of unpaid leave per child per academic year for parents or legal guardians to attend academic activities such as parent-teacher conferences, tutoring, or educational events.

Allows employers to require leave be taken in increments no longer than 3 hours and to request written verification from the school or school district that the academic activity occurred.

Requires employees to provide at least 7 days' advance notice to their employer, or as soon as possible if an emergency prevents advance notice, and allows employees to substitute accrued paid leave for unpaid leave.

Permits employers to deny leave only if granting it would disrupt business operations or endanger public safety or welfare, and requires employees to make reasonable efforts to schedule activities outside work hours.

Prohibits employers from discharging, threatening, or discriminating against employees regarding compensation, terms, conditions, location, or privileges of employment for requesting or using leave under this act.
