Creates a new pharmacy technician license under Michigan's Public Health Code and defines licensing fees of $20 for application processing and $15 per year for renewal.

Establishes that pharmacy technicians must be licensed to perform specified functions including dispensing assistance, medication ordering and stocking, drug compounding, and handling non-controlled prescription transfers under pharmacist supervision.

Expands the Michigan Board of Pharmacy from 6 to 11 voting members by adding one pharmacy technician and four public members.

Provides alternative pathways to licensure for pharmacy technicians including exemptions for program graduates (210 days after graduation), currently employed technicians, and those holding temporary licenses based on 2 years of pharmacy experience with supervisory recommendation.

Requires continuing education of at least 20 hours over 2 years for pharmacy technician license renewal, with option to pass proficiency examination instead.
