Prohibits child care organizations from using window blinds or coverings with pull cords or inner cords that can form loops and pose strangulation risks to young children.

Permits window blinds and coverings that have been manufactured or retrofitted to eliminate loop formation that could cause strangulation.

Requires the director to consult and consider publications from the United States Consumer Product Safety Commission when developing and reviewing minimum licensing requirements related to premises safety.

Authorizes the department to provide information about reduced cost or no-cost options for retrofitting or replacing unsafe window blinds and coverings.

May be cited as the "Isabela Grace Nagara law."
