Amends the state's medical assistance law to modify county maintenance of effort requirements for Medicaid nursing home services in county-owned facilities.

Extends the sunset date for county maintenance of effort rate limitations from December 31, 2012 to December 31, 2017, allowing existing rate caps to remain in effect longer.

Limits annual increases in county maintenance of effort rates to a maximum of $1.00 per patient day for each county fiscal year after the extended sunset date.

Maintains existing provisions for hospital services, physician services, pharmaceutical services, and other medical care covered under the state's Medicaid program.

Took effect immediately upon Governor's approval on March 13, 2012.
