Authorizes the state administrative board to convey state lands and cede offshore water areas within Pictured Rocks National Lakeshore to the United States without monetary consideration, with descriptions and acreage approved by the natural resources commission.

Establishes that Michigan retains concurrent civil and criminal jurisdiction over persons on the conveyed lands and waters, allowing state courts to execute all civil and criminal process.

Allows the governor to cede additional legislative jurisdiction to the United States over lands and waters not previously ceded if the United States submits a written application specifying the jurisdiction desired.

Reserves Michigan's jurisdiction over taxation, marriage, divorce, annulment, adoption, mental commitment, property distribution, and criminal law enforcement on lands where jurisdiction is ceded to the United States.

Permits the governor to accept any relinquishment of legislative jurisdiction offered by the United States over Pictured Rocks National Lakeshore lands.
