Authorizes "schools of excellence" to be chartered by school districts, intermediate school boards, community colleges, and state public universities, with superintendent approval required for high-performing school models.

Limits cyber school contracts to 5 by December 31, 2013, 10 by December 31, 2014, and 15 thereafter, with enrollment caps of 2,500 pupils year one, 5,000 year two, and 10,000 year three and beyond.

Requires cyber schools to provide computers and subsidized internet access to families, offer statewide enrollment, demonstrate quality online education experience, and provide parent-student orientation upon enrollment.

Allows public school academies meeting specific academic achievement standards (90% proficiency in grades K-8, or 80% graduation/attendance/postsecondary enrollment in grades 9-12) to convert to schools of excellence status.

Caps authorizing body fees at 3% of total state school aid and requires monthly enrollment reports; suspends cyber school enrollment growth if combined statewide membership exceeds 1-2% thresholds of total public school membership.
