Amends the career and technical preparation enrollment act to define eligibility requirements for high school students to enroll in postsecondary career and technical programs at state universities, community colleges, and independent nonprofit colleges in Michigan.

Establishes course enrollment limits: maximum 10 courses overall, with varying annual limits based on grade level when student first enrolls (2-4 courses per year depending on grade and year of enrollment).

Defines eligible courses as those offering postsecondary credit or industry-recognized credentials, not available through the student's current school, and not recreational or hobby courses.

Requires eligible students to achieve qualifying scores on readiness assessments, the Michigan merit examination, or nationally recognized job skills tests in mathematics and other subject areas.

Effective July 1, 2012, contingent on simultaneous enactment of Senate Bills 622, 709, and 710.
