Authorizes the department to issue permits to individuals unable to walk due to paraplegia, amputation, or permanent disability to take game from a standing vehicle during open season with valid hunting license.

Allows permits for permanently disabled individuals with use of only one arm who cannot hold and shoot a bow to use modified single-arm bows for taking game during open season.

Requires the department to issue deer damage permits within 5 business days of request and deny requests in writing within 10 business days with advice on alternative damage control methods.

Limits deer damage shooting permittees to designating no more than 15 authorized shooters unless the department authorizes otherwise.

Permits can be suspended, revoked, or amended through administrative procedures; conviction of permit violations results in permit revocation and forfeiture of animals in possession.
