Expands the definition of perjury to include false declarations in records signed under penalty of perjury, not just statements made under oath.

Defines "record" as information inscribed on a tangible medium or stored in electronic/other media that is retrievable in perceivable form.

Defines "signed" as either executing/adopting a tangible symbol or attaching/logically associating an electronic symbol, sound, or process to authenticate the record.

Maintains the existing penalty of up to 15 years imprisonment for perjury convictions under the amended statute.

Effective April 1, 2013, contingent on Senate Bill No. 689 also being enacted into law.
