Allows unsworn declarations executed outside the United States to serve as alternatives to sworn affidavits in Michigan court proceedings, provided they meet requirements under the new Uniform Unsworn Foreign Declarations Act.

Defines "unsworn declaration" as a signed statement given under penalty of perjury (but not under oath) by a declarant physically located outside U.S. boundaries.

Requires unsworn declarations to include a standardized statement affirming the declaration is true and correct, signed with date, location, and printed name.

Exempts depositions, oaths of office, oaths before specified officials, register of deeds declarations, estate administration documents, and certain probate declarations from the unsworn declaration provisions.

Takes effect April 1, 2013, and is contingent on the enactment of Senate Bill No. 688.
