Amends the Public Health Code to modify fingerprinting and criminal history check requirements for health profession licensure applicants beginning October 1, 2008.

Requires applicants for initial licensure or registration to submit fingerprints to the Department of State Police for a criminal history check and federal criminal history determination through the FBI.

Mandates the Department of State Police to report results to the Department of Health within 30 days, with information kept confidential and restricted to licensure evaluation purposes only.

Establishes that board members cannot disclose criminal history reports to anyone not directly involved in evaluating the applicant's qualifications.

Allows boards to deny licensure if an applicant has sanctions in force from similar licensure boards in other states, the military, federal government, or other countries based on substantially similar grounds.
