Department of Technology, Management, and Budget shall develop an automated program comparing public assistance recipients with outstanding felony and extradition warrants maintained by the Department of State Police.

Department of State Police gains access to address information only of public assistance applicants and recipients, with no access to benefit information.

Automated warrant comparison program must be implemented by July 1, 2013, with implementation report submitted to legislative appropriations subcommittees and policy offices.

Lottery winnings and gambling winnings received as lump-sum payments are counted as assets for family independence program and food assistance program eligibility.

Lottery winnings and gambling winnings received as installment payments are counted as unearned income for determining financial eligibility in assistance programs.
