Establishes that licenses designate a specific location where the licensee may conduct business and are valid for 1 year from issuance unless revoked for cause; licenses are non-transferable.

Requires local legislative bodies to set license fees based on the actual cost of issuing and administering licenses, as prescribed in their charter or local ordinance.

Authorizes cities, villages, and counties to inspect licensed second hand or junk dealer premises during normal business hours.
