Establishes a "hunters helping landowners program" administered by the Department of Natural Resources that allows hunters willing to harvest antlerless deer to submit annual applications indicating which counties they would participate in, limited to no more than 2 counties.

Permits landowners or lessees who believe additional antlerless deer harvesting is needed on their property to request a list of participating hunters in their county from the department.

Requires the department to notify landowners and lessees that it has not verified whether individuals on provided lists possess valid hunting licenses.

Mandates the department delete all program participation information annually on January 1 and make available on its website a list of all deer hunting licenses and permits, qualification criteria, and where to obtain them.

Automatically repeals the program effective January 1, 2017, with participation designated as voluntary throughout.
