Requires dealers to maintain detailed records of transactions involving 10 or more containers for at least 1 year, including seller identification, transaction date/time, container quantity/description, payment amount, and seller thumbprint.

Requires dealers to hold and tag containers with altered serial numbers or identifying information indicating they belong to a specific business for at least 7 days unless documentation of ownership is provided.

Establishes penalties including misdemeanor charges for dealers violating recordkeeping or holding requirements (up to 93 days imprisonment or $500 fine) and felony charges for knowingly buying or selling stolen containers (up to 5 years imprisonment or $5,000-$10,000 fine depending on offense number).
