Amends the Revised School Code to require school districts contracting with intermediate school districts for superintendent services to first conduct both a financial audit and a performance audit of the intermediate school district.

Financial and performance audits must be completed within the 3-month period immediately preceding the contract and performed by independent auditors selected from lists maintained by the Department of Treasury.

Superintendent employment contracts are limited to 5 years maximum, with automatic 1-year renewal unless written nonrenewal notice is provided at least 90 days before contract termination.

Assistant superintendents, principals, and other administrators may be employed under contracts not to exceed 3 years, with automatic 1-year renewal if 60-day nonrenewal notice is not provided.

Nonrenewal of contracts for administrative staff (other than superintendents) requires 30 days' advance notice with written reasons, and the affected person must be given opportunity to meet with a majority of the board to discuss the reasons.
