Changes filing requirements for independent committees and political committees by replacing fixed annual dates with quarterly filings on February 15, April 25, July 25, and October 25 with closing dates 5 days prior.

Requires House and Senate political party caucus committees to file campaign statements quarterly on the same schedule year-round, with daily filings during the 14 days before and after primary and general elections for contributions or expenditures exceeding $1,000 per day.

Increases late filing penalties for committees that have raised over $10,000: $25 per business day for first 3 days, an additional $25 per day for days 4-10, and an additional $50 per day after day 10, with a $1,000 cap.

Adds new felony offense for candidates with $20,000+ in campaign account funds who fail to file statements for 2 consecutive years, punishable by up to 3 years imprisonment and/or $5,000 fine, with subject to asset seizure and forfeiture.

Establishes hearing and appeal process for seized campaign funds, allowing candidates 10 business days to request a hearing before the Secretary of State, with further appeal rights to circuit court within 20 days.
