Requires non-major political parties to notify the secretary of state and bureau of elections at least 10 days before holding a county caucus or state convention to nominate candidates.

Mandates that cities, townships, and villages establish one absent voter counting board for each election day precinct for elections conducted on or after July 1, 2014.

Requires absent voter counting board returns to be clearly formatted and reported separately from election day precinct returns with combined totals in the accumulation report.

Allows absent voter ballot processing and tallying to begin at 7 a.m. on election day and permits local election officials to enter absent voter counting boards after tallying begins only to respond to inquiries or provide instructions.

Establishes recount procedures allowing boards of canvassers to use manual tallies, specialized software applications, or the same software used on election day, with required software testing before computer-based recounts.
