Amends firearm definitions in Michigan law to define "pistol" as a firearm 26 inches or less in length, or any firearm that by construction and appearance conceals itself as a firearm.

Establishes penalties for illegal firearm sales: misdemeanor for selling pistols without compliance with registration requirements (up to 90 days//$100 fine) and for selling firearms over 26 inches to minors (up to 90 days//$500 fine for first offense; up to 4 years//$2,000 fine for subsequent offenses).

Prohibits sellers from selling firearms or ammunition to persons under indictment for felony or prohibited from possessing firearms under MCL 750.224f; violation is a felony punishable by up to 10 years imprisonment or $5,000 fine.

Creates grandfather clause allowing persons to own and carry firearms over 26 inches as pistols if registered before January 1, 2013 and continuously maintained registration, provided they possess the original license or registration record.

Takes effect January 1, 2013, and is contingent upon enactment of Senate Bills 761 and 762 of the 96th Legislature.
