Amends MCL 600.2951 to define "approved signaling device" as a pistol approved by the United States Coast Guard under 46 USC 3306, 46 USC 4302, or predecessor statutes, and 46 CFR parts 160 and 161.

Defines "pistol" as a firearm 26 inches or less in length, loaded or unloaded, or any firearm that by construction and appearance conceals it as a firearm.

Establishes strict liability for damages caused by use of an approved signaling device unless the user reasonably believes its use is necessary for safety on Michigan waters or in an aircraft.

Effective date January 1, 2013, contingent upon enactment of Senate Bill 760 and Senate Bill 761.
