SB-0763 Summary

• Amends the 1957 Public Works Act to add renewable energy systems to the list of infrastructure projects that county departments of public works may acquire, improve, and maintain.

• Authorizes counties to acquire renewable energy systems within one or more areas in the county and to improve, enlarge, extend, operate, and maintain those systems.

• Allows counties to acquire renewable energy systems outside their corporate limits in adjoining counties upon consent of the affected municipalities.

• Permits financing of renewable energy system acquisition and improvement through multiple methods including revenue bonds, special assessments, municipal contracts, and public corporation advances.

• Requires county board of commissioners approval by majority vote before establishing a renewable energy system, subject to the same contracting and bonding procedures applied to water, sewage, and refuse systems.
