Changes language in professional investigator licensure requirements from "person" to "individual" and clarifies that sole or principal license holders of business entities must meet all qualifications.

Adds "fraud investigation" and "computer forensics" as eligible degree fields for meeting the 3-year experience requirement, and allows certification by an industry-approved training or education organization as an alternative to a baccalaureate degree.

Removes a sunset provision that allowed probation officers and parole agents to be considered for experience eligibility only for applications filed on or after January 1, 2005.

Clarifies that managers of professional investigator businesses must comply with all licensure requirements in the statute.

Revises provisions governing law enforcement officers seeking professional investigator licenses to require them to obtain written permission, jurisdiction policies allowing off-duty employment, or collective bargaining agreement documentation by July 1, 2010.
