Requires applicants and authorized representatives for homes for the aged to provide written consent for criminal history checks and federal bureau of investigation criminal records checks at time of application or appointment.

Prohibits Department of Human Services from issuing or renewing licenses for owners, operators, governing body members, or applicants with regular direct resident access if they have felony convictions under the Public Health Code or Michigan Penal Code chapter XXA, or specific misdemeanors involving abuse, neglect, assault, battery, sexual conduct, or fraud against vulnerable adults within 10 years.

Requires fingerprint submission to Department of State Police for criminal history and FBI records checks, with the State Police authorized to charge fees not exceeding actual and reasonable costs.

Establishes automatic notification system where Department of State Police immediately notifies Department of Human Services if fingerprints of a licensed individual match subsequent criminal arrest fingerprints in the automated identification system database.

Prohibits individuals convicted of vulnerable adult abuse, neglect, financial exploitation, or listed sex offenses from being present in homes for the aged; all existing facility personnel must comply within one year of the effective date.
