Establishes a 6-month timeline for the department to issue or deny licenses, with automatic tolling for deficiencies or corrective action plans; requires fee refund and 15% discount on next renewal if deadline is missed.

Implements automatic fingerprint notification system requiring the Department of State Police to alert the department immediately upon any subsequent criminal arrest of a person with fingerprints on file.

Prohibits licensees, designees, owners, partners, or directors with convictions for adult abuse, neglect, financial exploitation, or sex offenses from being present on facility premises.
