Beginning fiscal year 2013-2014, each state reporting unit must classify budget line items as core services, support services, or work projects and prepare detailed spending plans.

Spending plans must not exceed gross appropriations and must identify budget requirements by expense categories including employee wages and benefits, materials and equipment, facilities, client payments, medical and educational expenses, and contracts.

Reporting units must submit spending plans to the state budget office within 60 days after budget enactment; the budget director must review and approve or request revisions within 30 days.

Approved spending plans must be submitted to appropriations subcommittees and fiscal agencies in spreadsheet format and posted on the department's public website.

Legislature intends to use spending plan data to identify adjustments to the annual state budget process beginning fiscal year 2014-2015; public bodies corporate and politic must post similar spending and revenue data annually on their websites.
