• Adds Section 674b to the Michigan Vehicle Code restricting idling of gasoline or diesel-powered vehicles over 8,500 pounds to no more than 5 minutes per 60-minute period, with exemptions for traffic, emergency vehicles, maintenance, and other specified circumstances.

• Establishes maximum civil fines of $500 for vehicle idling violations and $150 for load/unload location owner violations, with reduced fines of $250 and $75 respectively during the first 6 months after enactment.

• Permits parking violations bureaus, cities, villages, townships, and state universities to issue and serve idling citations through designated personnel with at least 8 hours of training in parking enforcement.

• Specifies that idling violations are civil infractions and preempts local ordinances that conflict with the state standard, though localities may adopt ordinances substantially corresponding to the state law.
