Amends MCL 600.8395 to authorize cities, villages, and townships to establish parking violations bureaus that accept civil infraction admissions in parking violation cases and ordinance violations corresponding to Michigan Vehicle Code section 674b.

Parking violations bureaus may collect and retain civil fines and costs as prescribed by local ordinance.

Allows a downtown development authority located within a city, village, or township to operate a parking violations bureau, with administration, expenses, personnel, and revenue distribution determined by written agreement between the authority and the local legislative body.

Removes outdated language regarding pleas of guilty in parking violations occurring before August 1, 1979.

Takes effect only if Senate Bill No. 819 of the 96th Legislature is enacted into law.
