Department of Natural Resources cannot acquire surface rights to land exceeding 4,626,000 acres before May 1, 2015, and cannot acquire land north of the Mason-Arenac line exceeding 3,910,000 acres after that date until a strategic plan is legislatively adopted.

Department must develop a written strategic plan by October 1, 2014 that divides the state into regions, identifies lands managed by the department, and sets measurable goals for land access, recreation opportunities, forests, and wildlife management.

Department must post estimated annual payments in lieu of taxes and notify local units at least 30 days before acquiring surface rights, and must submit statements to legislative committees at least 30 days before acquiring or disposing of land.

Boat livery inspection fees of $100 per navigable waters livery boat are credited to the marine safety subaccount of the waterways account, and inspection decals expire May 31 of the following year.

Owners of nonmotorized livery boats are not liable for injuries resulting from risks inherent in boat operation, but must display conspicuous notices informing users that they accept such risks.
