Restructures the 87th judicial district by creating three separate districts (87-A, 87-B, and 87-C) comprising Otsego, Kalkaska, and Crawford counties respectively, effective January 2, 2009.

Reduces the 87th-A district (Otsego County) from 1 district judge to having the county probate judge serve as district judge upon a vacancy or when the incumbent judge no longer seeks election/reelection, whichever occurs first.

Establishes that the Kalkaska County probate judge shall serve as judge of the 87-B district and the Crawford County probate judge shall serve as judge of the 87-C district under section 810a.

Modifies the 88th district (Alpena and Montmorency counties) to have probate judges from each county serve as district judges within their respective counties upon a vacancy or when the incumbent no longer seeks election/reelection.

Modifies the 89th district (Cheboygan and Presque Isle counties) to have probate judges from each county serve as district judges within their respective counties upon a vacancy or when the incumbent no longer seeks election/reelection.
