Reduces the number of judges in the seventy-fourth district court from 3 to 2 judges, effective upon the earlier of a vacancy or when an incumbent judge's term begins after they decline to seek reelection.

Both reductions apply only to Bay County courts and are triggered by natural attrition rather than immediate mandate.

The judge reductions take effect automatically when either a judicial vacancy occurs or when an incumbent announces they will not seek reelection to their next term.
