Reduces the number of judges in the 68th district (city of Flint) from 5 to 4 judges, effective upon the earlier of a vacancy occurring or an incumbent judge not seeking reelection.

Maintains the 54th-B district (East Lansing) at 2 judges and the 55th district (Ingham County excluding Lansing and East Lansing) at 2 judges.

Maintains the 67th district (Genesee County excluding Flint) with 6 total judges distributed across four election divisions with 1, 2, 1, and 2 judges respectively.

Clarifies that the Genesee County board of commissioners may designate a central court facility at the county seat without requiring approval from the majority of district judges, and must maintain court facilities in each municipality where one exists on the date of the resolution.
