Amends the definition of "barber" to clarify it means an individual providing services including shaving/trimming beards, cutting/styling hair, massaging the face and head, or providing similar personal services customarily done by a barber.

Changes language throughout to replace "person" with "individual" and updates grammatical structure (e.g., "which" to "that," "shall not" to "does not").

Prohibits unlicensed individuals from providing barber services to anyone except immediate family members, with exceptions for those holding a demonstration permit under section 1117.

Prohibits use of the title "barber" or display of a barber pole to advertise barber services unless the person and all employed barbers are licensed under the article.

Preserves the right of individuals licensed under article 12 (cosmetologists/hairstylists) to provide services for which they are licensed.
